(CONSULTING SERVICES– FIRMS SELECTION)

CONSULTANCY SERVICES FOR DEVELOPMENT AND IMPLEMENTATION OF LABORATORY INFORMATION MANAGEMENT SYSTEM (LIMS)

1.      This request for expression of interest follows the General Procurement Notice for the project that appeared in the United Nations Development Business; Issue No. WB5803 – 12/16 of December 21, 2016.

2.      The Government of the United Republic of Tanzania through the Ministry of Water and Irrigation (MoWI) has received financing from the World Bank towards the cost of the Water Sector Support Project (WSSP II) which is part of the Second Water Sector Development Program (WSDP II), and intended to apply part of the proceeds for consulting services.

3.      The consulting services (“the services”) include Consultancy Services for Development and Implementation of Laboratory Information Management System (LIMS). The objective of the assignment is to design, develop, install and implement a computer based system (Laboratory Information Management System) for laboratory management specifically to improve the sample flow process and increase laboratory productivity and eliminate transcription errors, increase automation, maintain data accuracy and increase throughput through sample tracking, Quality Assurance/Quality Control, Electronic Data Transfer, Chemical and Reagent Inventory, and Personnel and Equipment Management.

4.      The Consultant will be required to visit all 16 Water quality laboratories, Basin Water Offices, including one research station to collect user requirements and data in order to get an overview of the different elements of the laboratory being undertaken and the nature of the system being needed. However, the Consultant shall be required to interview selected UWSSAs and LGAs as customers (those close to Lab offices to avoid travelling costs).

5.      The Ministry of Water and Irrigation (MoWI) now invites eligible consultants to express their interest in providing the above mentioned services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria shall include but not limited to i) Experience in similar assignments (Names and contact address for clients served should be indicated); ii) Experience in similar conditions; and iii) Availability of appropriate skills among staffs etc.

6.      The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated January 2011, revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

7.      Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications.

8.      A Consultant will be selected in accordance with the Consultants’ Qualifications Selection method set out in the Consultant Guidelines.

10.   Expression of Interest must be delivered in sealed envelopes by hand or by courier to the Secretary, Ministerial Tender Board, Ministry of Water and Irrigation, Kolon Building PMU Offices, adjacent to DUWASA Head Office, Chimwaga Road, 40473 Dodoma, Tanzania. The deadline for submission of Expression of Interest will be on Friday 13th April, 2018 at 11:00 hours local time. The outer envelope must be clearly marked: “CONSULTANCY SERVICES FOR DEVELOPMENT AND IMPLEMENTATION OF LABORATORY INFORMATION MANAGEMENT SYSTEM (LIMS)”

11.  Expression of Interest will be opened promptly thereafter in public in the presence of the bidders’ representatives who choose to attend in person at the address below in the Ministry Offices, Kolon Building PMU Offices, adjacent to DUWASA Head Office, Chimwaga Road ,40473 Dodoma, Tanzania, at 11:00 hours local time on Friday 13th April, 2018.
